Consolidating production lines in one location allows a firm to gain economies of scale while eliminating redundancies and maximizing a labor pool. Imagine having only 1 quality management team in one location looking over more products in one location?
Business decisions are often rational, we shouldn't take it against ourselves why these things happen. I mean why is Texas Instruments expanding here? Or crane manufacturers setting up joint ventures with "square box" manufacturer Cetro?
Business is business. If makes sense -do it.

Intel consolidated its operations in Vietnam, it also left a few sites in China to do this. This was already planned ahead, but the global downturn in 2008 accelerated their plans to save resources.

they got the distributorship for a brand of cranes. those small cranes that are mounted on the chassis between the cab and body of trucks. we call them boom trucks
dati we mounted new Tadano cranes on trucks of customers. Tadano is the most well-known brand here

Test the market and see if it makes sense to move more of your manufacturing closer to your market to take advantage of the local resources.
