When there is a sale, it is usually the buyer that handles the transfer process as it is in the best interest of the buyer to have the title transferred in buyer's name.

^ Lands you can't carry with you all the time. People can squat, sell, mortgage it if your not there, literally. Registering them is your best protection. Personal property we feel more secure as we have them around. Plus the value of land almost always appreciates while cars generally, well almost cetainly, deminishes.

    That's 4.2 right there.

BTT: Agree that the AO is not perfect and needs revisions no doubt. But it's the right thing to do for the LTO so that the Registered Owner Rule is strengthened. It will help resolve many guesswork and further litigation, for sure, on the part of affected parties, the LTO and public officers that handle traffic related accidents.

ok lang, as was mentioned ago. the intentions are fine.
but please naman, make it easier for the complication!
    a one-stop shop sana.

    what's that saying, again?
"the road to hell is paved with good intentions..."

    for used car dealers naman,
i am confident, LTO can fashion a process for them, so they may not have to transfer car ownership papers to them, while the car is vacationing in their sales bodegas, waiting for their new owners...

You are not alone. It is not very user friendly to put it mildly.
