    any inputs on this? i think they should make transfer of ownership process less complicated... also remove the HPG clearance.

    the intentions may be good,
    but if the process is on the more hassle-y side...

    a car i sold more than ten years ago, is still in my name, somewhere up north.

    May penalty inimpose ng new rule sa mga seller.
    If they are not reporting the sale within 5 days from the date specified in DOS, may alarm na i tag sa vehicle and driver license ng seller/previous owner.
    Delikado yung DL nyo doc if hindi pa yun na transfer sa pangalan ng new owner.

    i certainly hope this new law is not retroactive.

    The AO looks to be signed only by the assistant secretary and was not approved by the secretary unlike previous AOs.

    Bought an old car and im the 6th owner. Open Deed of sale lang hawak ko. Cant locaate the owner anymore, i want to have the open DOS under my name, will it still be possible? Thanks

    Let me guess:

    1. If mahuli ng LTO once may accidente with the car involve.
    2. In case the driver cannot present proof how he/she is related to the registered car owner.
    3. If the #2 is the case and LTO didn't received any reports that the car was sold, flag na yan na nabenta na ang car to new owner. Unless if carnap which is also the purpose of this law.

    The burden here is from the driver to present proof that he/she is the new owner of this car or he is related to the registered owner of the car once maharang from checkpoint or accident.

    So since when was this exactly effective? It says 15 days following publication, AO was dated August 30, October 18 na ngayon s'more than 45 days na since it was released.

    Why is this not in social media news? Penalties of this magnitude should get the attention of news reporters. Kung di ako nagbabasa ng tsikot, di ko pa nalaman. Dami apektado nito because it is retroactive. I bet marami pa di na transfer for the last 10 years.

    Pag nag report ka ngayon penalty ka na, e kung antayin mo na lang kaya na mahuli ung sasakyan ganun din naman, baka swertihin ka pa na i-rescind ang retroactive provision like they did to the medical provision the 10 year license.

    In the article, I believe it was published last Oct 16 so plus 15 days will give us until Oct 30.
    So it should be effective from Oct 31.

    Section 7. EFFECTIVITY
    7.1 This Administrative Order shall take effect fifteen (15) days following publication in the Official Gazette or two (2) newspaper of general circulation in the Philippines and a copy hereof furnished the University of the Philippines Law Center.
