Buti naman it was suspended.
It needed more than just polishing.... kailangan i-latero muna, masilya, primer, pintura, clear coat, then PPF. :D

seriously,
if LTO wants to have this quick-transfer rule a reality,
they must do their part as well.
instead of simply decreeing so, they should also make it easier for the car owners to comply.
everybody who has transfered car ownership, knows the hoops and hurdles that owners and buyers have to jump thru.
so LTO, why not make it easy for them? create many strategically-placed one-stop shops for the service, where everything can be done in an hour.
the ball is in LTO's court.

FWIW, I think the AO means well and I believe it was envisioned in good faith.
But I share the same view with everyone... it still needs a LOT of work. I also agree that LTO should make efforts to make it easier for their constituents.

Convenient na ngayon to pay online.
Nag improve na rin ang infrastructure at digitally accessible na rin mga systems (thanks to smartphones).
Start na dapat submit needed documents online, then sa agency na dapat verification ng mga na upload if legit or not.
Then once verified OK lahat, good to go na.
But if na flag as hot car, then dyan na dapat ang usual manual process (HPG).
Yung current manual system is dahil lang sa katamaran to digitize the records at hindi shared yung Database sa agencies involved.
Yung dumaan sa fixer usually hindi pa digitize yung documents eh.

LTO can probably address these unique used-car-for-sale issues.

I guess I hold a different view for two reasons. The fines are excessive. As you pointed out here, a second hand motorcycle costs around 15k. The total fine is 40k.
Why require the seller to notify LTO of the sale if the the seller will not be absolved of liability anyway according to the AO? It's as if they just want the information from the seller to be able to fine the buyer. That's not good faith.

Purpose sana is para may record na ang LTO na the car is already sold and needs to be transferred to new owner.
Para if maharang during checkpoint and ginamit sa criminal activities ng new owner, peace of mind na kay seller/original owner as long as na repot na niya sa LTO.
