It would've been just fine if it's going to be applied prospectively.
The problem I see is that there's no stipulation on how far back the actual sale would've been to be included in this AO's transitory period.
Most, if not all documents pertaining to my old cars are either destroyed, lost, or thrown away. I can't even remember who the new owners are or know where they are now.

Somebody should challenge it.
Sounds like a money making scheme. Take item 1 of the penalties. What's the purpose of the registered owner informing the LTO of the transfer if it is still the registered owner that will be liable? In case the registered owner violates item 1, then they can collect the 20k fine from the registered owner. Then, they can go after the transferee for a another 20k since the registered owner reported the transaction/transferee.

in my last purchase of a used car,
it took me a year to transfer ownership to my name, because i kept postponing the chore. hassle kasi if i will do the legwork and spend a lot of time in the process.
in the end, i hired a walker to do the process for me. it took him an entire day to fix papers at the mortgage holder, get chpg clearance, then go to the LTO.
but if the transfer of ownership will entail a trip to the local LTO only, and not look for the first LTO the car was originally registered in, nor go to the chpg facility (twice, if one did not bow to the rush fee!),
it should be an easy job to effect transfer of ownership of car.
LTO claims they are now computerized. well, let's use them computers to make life easier for car owners!
so yes.
these guidelines on the transfer of motor vehicle ownership, leave a huge lot to be desired, and need to have them re-laundered, starched then dried, and ironed, before they may be hung out for the public to peruse.
... if open deed of sale is what they want to outlaw, all they have to do is to say so, and effectively penalize the erring parties.

where may one source the list of chpg motor vehicle clearance centers in ncr?
