Thank you clearing this thing. For the last part that you mentioned about this territory thing ("hard" to type the exact term that you used), this is similar to shipping industry. The vessel where it is registered is an extension of its country. So if the ship has a raised US flag, the ship is a "US citizen". If you board that ship, you are within the US territory and their law applies to you and not the country where it is berthed.
And there are at least two US vessels here in Subic, right now. In particular, the military vessel is treated with "special care". It has buoys all around it so that no vessel can approach it.
