    current policy, is that you have to have original, unbroken line of deeds of sale, from each seller tracing back to the original first owner, for you to have the car transfered to your name.
    and their IDs. highs!

    what some owners do, is to just use the car until it runs to the ground, renewing registration every year.

    but with this impending requirement....
    dunno if it is pro-active, as is the usual of new laws, and not retro-active.

    At least sa current process, need na talaga ma report ng owner na nabenta na ang car.
    This would easily allow HPG to determine the true ownership of car during accident.
    If na report na ang car during sale, automatic labas na sa liability original owner during accident/crimincal incident.
    If hindi pa rin na report, liable pa din talaga original owner sa ganitong cases.

    I think the effectivity is too short for the general public to be aware of this new AO.

    This AO has a lot of defects. Somebody should question it. Look at the penalty clause.

    The first line, the seller is liable. For the second line, who is liable? And the third line is just a repeat of the first and second. Or is it? Are you supposed to pay another 40k?

    Seller sa fine for failure to report under the given time.
    Buyer sa fine for failure to complete the transfer of registration under a given time.
    Total penalties for both seller and buyer is 40k excluding kikil, under the table, and other red tape expenses.

    But the AO is not clear. A penalty, specially a hefty one, should be clear.
