Philippine sports in particular and basically every endeavor in the Philippines is like a gulag work camp. You want better rations? Work harder, produce more. Promising prizes/incentives IF you win instead of full support for training before the competition is a win-win for politicians and businessmen-philanthropists. If they win, they get to bask in the afterglow. If they lose, no money was spent anyway. Kind of like Digong promising P10M last year for the first Filipino to find the cure/vaccine for COVID, instead of funding research for it.
