he said he was in jail because the judge found him guilty of forging a signature in a deed of sale (ng lupa).

It is a known and unfortunate fact that relatives or/and people close to you are the first ones to abuse your trust and generosity ...
Try to talk to him again and again. Don't tire. Family will always be family. But if your reputation and accountability is on the line which will affect your own family in the future, get a lawyer and give him a lesson of a lifetime.
