    OT, but just so everybody is aware about who this "National Transformation Council" counts as its members, you have an interesting rogues gallery:

    1. Cardinal Vidal - RCC/CBCP, GMA sympathizer/supporter
    2. Carmen Pedrosa - Philippine Star Opinion writer - GMA supporter
    3. Kit Tatad - Former Marcos Spokesman
    4. Norberto Gonzales - Former NSA Head and DND Secretary under GMA
    5. Butch Valdes - Former Undersecretary, DepEd under GMA


    Ugh. And these guys call this administration "EVIL"? I wonder what mandate they got from the electorate?

    Norberto Gonzales was the brains behind the Inter-Agency Legal Assistance Group (IALAG) during his tenure as National Security Adviser. (IALAG was abolished on recommendation of the UN Special Rapporteur Philip Alston) He placed 5th in the Bar. I think he is someone who you cannot easily write off. To say he is shrewd is an understatement.

    Can somebody explain to me how the concept of chain of command works? Is it applicable downward? Or only works upward?

    I mean if I'm a CEO of a company can bypass everybody and talk directly to a low key employee but not vice versa.

    Is it the same concept? A commander in chief can bypass everybody and give orders or speak to a PO1 but the other way around.

    A higher ranked officer will give his orders to the next lower ranked officer who will then pass it down the chain of command. Lower ranked officers receive orders from those directly above them. There are exceptions though.

    I understand how chain of commands works, upstream,wha I want to understand if there a violation downwards. If the highest position of the land bypass ranks in the middle position nd go directly below them.

    Puwede yan. He can bypass the middleman ika nga. Pero pangit tignan. Faux pas ata tawag dyan. Kapag si lower rank - ex. Napenas - ay hindi sumunod sa utos ni PNoy, puwede siya kasuhan nang insubordination. Pero keeping mar and espina out of the details until the TOT is done is not illegal. Just unusual and parang unrespectful.

    Top secret operations are not for everyones consumption..in other words its a "need to know basis"..only those who needs to know are kept in the loop

    The chain of command doesnt strictly apply in top secret operations
