Is it actually wet, or is the surface has just become shiny and polished due to wear?

turn off the engine, and put your finger to it, and be convinced.
the belt surface gets shiney because with use, the surface is polished shiney.
it seems, somewhere in its roundabout trip, that side passes over a very fine or shiney metal surface.
normal.

Sa nakikita ko parang un polished side ng isang pulley either ng water pump, idler, or tensioner. At un belt is sa ilalim nya nadaan (sorry hinde talaga clear).
Pwede nyo po check sa owners manual para makita yun route ng belt. So pag belt mismo yun nasa visible side ng picture at ang nakikita is yun ribbed side ng belt sa part na yan at makinis at makintab na sya is baka waiting for replacement na.
If yun non-ribbed side nya ang supposedly na makikita sa side na yan, then pwede nyo po check as mentioned na pasadahan ng daliri para malaman kung basa. Pero kung makintab is normal lang lalo na sa serpentine belts.

i don't.
unless we are going to tinker with the engine, which is usually nicer if it were cooler ...why want to make engine cool down faster?
it's an engine.
