hi po
im planning to buy my first car too
but i am torn between buying a relatively new car (repo or 2nd hand dealer) and a brand new car
Q: is it better to buy an old car on a higher line up or to buy a car in a lower line up
EX: CIVIC 2013 or HONDA CITY 2018

As much as possible, get a brand new if your budget permits so. Otherwise, get a used one. Some used cars though will give you headaches kaya it's not practical to look at them, unless you're buying that from a relative you know well.

According to people who have driven both the old and new civic, they are very different in terms of driving dynamics and comfort. The new one is superior daw.
I would not know about the old one, but I can vouch for the new civic. It's more than what I expected from a compact car.
Is your need for a car urgent? Maybe saving up for the 1.8 civic (which is awesome) would be something to think about.
