Can't find the forum, but anyway:
Santander is in the southernmost tip of Cebu. I believe there are buses plying that route, not sure though which exactly. Nung punta kasi kami couple of years ago sa Badian, dito kami dumaan coz someone from our group is in Malabuyoc.
From the airport, it's about 2-3 hours pa. Your way should be South from Mactan to Cebu City. As far as I remember, eto yung mga madadaanan mong towns....
Cebu City - Talisay City - Minglanilla - San Fernando - Carcar - Sibonga - Argao - Dalaguete - Boljoon - Oslob - Santander

going to Santander? If I were the one going, I would go to Dumaguete instead. Hire a Van or pick-up, go to Amlan less than 30 mins, ride a ro-ro 45 mins land ka santander na. Went to Cebu before from Dumaguete via Santander and the view is nice but the travel is very tiring.
Yes Cebu traffic is not bad, they keep intersections open, right lanes turn right only.
