I don't know why people continue to try and take Kennon Road from Rosario. Its perpetually being repaired since it was first cut over 100 years ago by the Americans. Take Naguilian or Marcos Highway to Baguio instead and just go down the short distance from the city via Kennon to the Lion's head if all you want is a picture.

Too many trucks in Marcos. Naguilan is too far coming from the south. So Kennon is a lot faster.
