Bro any documentation to support this?
As with many others, I've always been under the impression that a professional driver's license holder should accompany a student driver. If this is true, it makes a lot more sense since most new drivers don't really have the resources to go to driving schools, and most driving schools in the country suck anyway, so the option of having a trusted friend or relative who knows what he's teaching is a welcome alternative.

PHILIPPINE LAWS, STATUTES AND CODES - CHAN ROBLES VIRTUAL LAW LIBRARY

"A student-driver who fails in the examination on a professional or non-professional license shall continue as a student-driver and shall not be allowed to take another examination at least one month thereafter. Magagamit lang to kapag non -english country mo balak mag drive. i.e. Japan. Sa ibang country pwede ka mag drive gamit Philippine driver's licence mo for a certain period of time upon arrival sa country of destination.
