Reading your comment it shows the flaw that our driving system here in the Philippines have. Let me quote you sir "to me it's a signal to other drivers that you don't know what to do kaya hazard na lang" that is the mistake na we have our own interpretation of things, and I couldn't blame you for that sir, kasi kahit ako naguguluhan din to whats right and what is wrong. Isa lang masasabi ko na malinaw sa "Philippine driving Etiquette" is the flashing of High Beams to alert the other driver that you are going before them.

As for a little background Our constitution is almost a direct copy of the United States constitution with some major exclusions like the 2nd Amendment which is Right to Bare Arms and some other tid bits of law. With that being said our Traffic law is also formed from them even our left hand drive. Now United States has almost limitless amount of information regarding traffic law and can easily be found on the web. Most of those laws are not even Modified or changed they have the same definition here in the Philippines as they are in the states IE, Running a Red light, Reckless driving, Over speeding, but the most important one that they misinterpret the most is SWERVING. International rules say that Changing lanes before a stoplight or doing it last minute is legal as long as its done safely and will not disrupt the flow of traffic in a dangerous manner to other vehicles (The only illegal part is changing lanes in the middle of an intersection unless you are avoiding danger). So sa sentence pa lang na yun nakalaan na at ang simple ng pagkakalaad. So if Im on the left most lane and I need to change to the right and can execute it perfectly but have to use all the available space I have then, I can use it. So what is Swerving then? Well swerving is an act of abruptly changing multiple (2 or more) lanes in a dangerous manner causing hazardous disruption on the flow of traffic. Lets have an example, intersection green ka pero yung nagaantay na nasa naka stop na intersection they are allowed to turn right kahit red sila unless stated otherwise, allowed silang mag merged sa flow of traffic if they are turning right, now ang swering is pag nag merged sila sasakupin naman lane 2 or even up to lane 3 so etong dapat na dirediretso eh ma cu-cut ng nag merge lang sa tamang flow, where his/her car can easily fit on lane number 1 at di makakadesrupt ng 2 or 3 lanes of traffic. Kayang kaya nila sumingit oh and btw those Spare tires hanging sa left ng jeepney those are their magic instrument para makasingit on stop and go traffic.

This long message is just to prove the point na iba iba talaga ang interpretation dito sa pinas kaya kahit ang nag eenforce na ng batas eh di rin alam ang batas na ineenforce nya.

My message before this, is not from my own knowledge but an actual study by Road Work and Safety folks internationally in USA, Europe, Asia from gathered accidents from zero visibility situations IE. Fog, heavy rain, Snow, Dust. Pero what did I get in return is "Seriously?" and an own input of their own opinion on what it should be.

In all honesty guys I'm pretty thankful doon sa mga natututo sa A1 or any driving school kasi kahit papano natuturuan sila ng proper hindi pinoy way. So when I see good drivers na bago talaga sumingit naka hazard na and ang pagsingit is in a good way not in a cut way, pinapauna ko, so in short lets "Pay it forward" that maybe one day enough people will know.

I never been in an accident not one (Well circuit racing meron pero public streets wala hahaha) been driving since 15. 24 na ako, and yes sir harurot boy ako if the road lets me hahaha,
The point is, there's no philippine law against using your hazard lights while driving, so there's nothing to interpret. By "hazard" lights, you mean yung left and right signal lights na nagbi-blink at the same time right? Kasi parang dapat hindi yun yung dapat gagamitin mo pag sisingit ka. You use your left (kaliwa) signal light when you're changing lanes or going left, tapos right (kanan) signal light when your changing lanes to the right or turning right. This makes more sense kesa hazard (both left and right at the same time) ang gagamitin mo. Regarding using the hazard lights when you're parked on the shoulder in a foggy situation, definitely this is something you should do. The hazard lights in this case make your car more visible while on the shoulder. Thank you for pointing out the studies you've read on this matter but in a situation like this, you have to do every bit to make your car visible to traffic. In the countries that you mentioned, driving on the shoulder is strictly prohibited and you will get a ticket for doing so. Kaya nga when you're parked on the shoulder, you should put your hazard lights on to signal to other drivers that you have an emergency. Good for you that you haven't had any accident, and i pray that you never do. By the way, swerving is not a traffic violation in the philippines. Look it up: www.mmda.gov.ph/penalties

Kahit sir dito sa pinas bawal din mag drive sa Shoulder, specially in expressway but we still do kasi ang kulit nating pinoy. Yun nga sir, para sa iba gusto nila nakikita yung hazard to be really really visible, but we cannot determine if Hazard means parked or moving thus the danger of being seen vs not yun nga nakakalungkot kasi kanya kanya tayo ng interpretation here in the philippines.

Sir Ive read those and even the Color coding scheme at lahat. Regarding Swerving MMDA does not consider it as violation, but the SIGN no SWERVING can be seen around manila kakasakit ng ulo kung saan ka maniniwalang post sa net ba or sa street. Although never caught because of swerving, arguing with one traffic enforcer, baka kainisan ka lang at maglagay ng alarm sa license mo without you knowing it, may kakilala na kasi ako na ganyan nahuli nagpakita sha license and he wasnt making a violation and he proved it, tapos pinaalis sha then nung nagrerenew na sha nakita nya alarm, and thats the only encounter he had with a traffic enforcer.

Oh BTW sir I know you have experience a full rain while driving, diba sinusundan lang natin ang light sa harapan natin na kotse, kasi di na natin makita road line at all. Same reason why its less dangerous than not being seen than being seen on a zero visibility area. It is really applicable sir. Pero true to each beliefs.
