I just bought a sim card today. I've put it on 2nd sim slot. It can receive text and call but has no load so it can't send text and call. Also can't receive load because it's not active yet.
I have to put it on 1st sim slot that's when the telco recognize it and sent the free data, sms and call. That's the time I'm able to load it.
I would assume the same after Dec. 27. It can receive text and call, but has no load and can't receive load until you successfully register it. Ang question lang eh gano katagal ang activation, for sure babaha ng application for activation since start pa lang.

telcos should make schedules for subscribers, so as to limit the volume of costumers attempting to register at any one day.
my suggestion:
follow the last digit of the subscriber's number , vis a vis the calender day.
all subscribers whose phone numbers end in "1", may register only on 1, 11, 21, 31.
all subscribers with ending 2, register on days 2, 12, 22,
and so forth.
