For me, a single-core Android today is just a big no-no. Very unresponsive and lethargic, since it can't run background processes and your currently active app very smoothly. My brother has a Galaxy S Duos, which has roughly the same specs as the Galaxy V. All I can say is that it's slow as hell.
Ibang iba ang responsiveness compared to an iPhone or high-end Android.
I'd suggest the Zenfone over the Galaxy V if those are the 2 that you're choosing from.
As a left-field choice, I would suggest a used Galaxy S3 Mini. Around 5k nalang for the good condition models. I know you're not the type to meetup with online sellers but it's really the best value option.

If you can't find zenfone4, then get the zenfone5. The 16gb has 2gb ram (verify through the phone though). should cost a wee bit over 5k (7k).
That's a physical store:

How about that Nokia X? Not sure of the performance, but it's quite a looker.
Moto G (if it comes here) is also an option.
