    The guy does not even want to be in the customs. That agency seems to have no hope at all.

    That agency needs a complete overhaul. Changing the one in charge is futile.

    The whole organization needs a revamp. Ipa outsource nalang kaya nila trabaho ng customs, or any govt agency for that matter..
