All:
-gov't officials responsible for its operation;
-entire legislature (upper & lower house);
-the president and vice president;
-and all the relatives of the above w/in the 4th degree (cons./aff.)
Must live permanently within a 5km radius of the plant while it is in operation, and remain there until it shuts down without any risk of contamination.

Interesting turn of events.
Marcos jr is in talks right now w/ USA manufacturers of "modular" nuclear reactors. While in Germany , the gov't is closing down their last operating atomic power plants.

simple answer... They (Germany) can afford it.
a couple of months ago, I kept asking people bakit ito galing dito? bakit ito pinili ng gov't etc?
Then someone told me... sila nag-pa-utang, kaya sila kailangan natin gamitin.
If a loan is granted by a specific country, yung contractor is kanila. so basically, an American company was willing to loan us nuclear reactors.

Re: Foreign loans look like "aid" to the recipient but its actually a way to stimulate the granting country's economy as well. They provide a market for their own products and expertise. So USAid will tend to go with American contractors and companies, JICA with Japanese ones, etc. The recipient government though has to put up an equal amount, termed as counterpart (in the form of local money+labor/personnel/subcontractors). China in PRRD's time almost did the same, except they took everything including using Chinese laborers, which is odd.

american LNG is much more expensive than russian gas
actually germany is using a lot of coal
