every president has conveniently skirted the population control problem.
i can only reminisce, "what problems wouldn't be plagueing us now, had we kept a leash on our population?"

it takes years.
by the time election knocks, the candidate would already have passed on...
my guess is,
some local officials are hesitant to invest heavily on a project whose product will be enjoyed by... the next administration!
