    addendum:
    a dra. domingo from philhealth just said over dzrh, that the 14.9 B being refered to, was released to 711 hospitals as "advance payment" in connection with the covid crisis, for the benefit of covid as well as non-covid patients.
    it was supposed to keep the hospitals liquid and thus smoothen patient management.
    she further said that it had been done before, during large-scale catastrophe.
