I am inclined to believe that it will another revolution to at least halve this corrupt practices.

I doubt she would. At the moment, she's probably regretting not having the whistleblowers killed. With so many politicians implicated, I can imagine the price on the heads of the witnesses.

Napoles is just one of many the private sector facilitators
govt money is spent in the private sector thru projects and purchases. private sector facilitators then set aside part of that money and hand it over to govt people who requested the projects and purchases. the facilitators make money in the process
that's how things work
it's been like that for decades

to think arroyo disputed the survey na number one ang pinas sa corruption. Well wala naman talaga mangyayari sa pinas... either you live with it or leave the country.
