Syempre Naman, those requirements are pre requisites for owning and driving a car. Pag Wala sya TPL Wala sya registration so he is not operating the car legally. Ikaw na nga nag volunteer na mag ayos/intercede sa insurance mo para na din sa abala mo sabkanya di pa sya mag cooperate. Isa Lang ibig sabihin nun he is hiding something. A lot of people will go by the "douchebag" route and say sya na mag coordinate dun sa insurer mo or insurer mo na tatawag sa kanya, ma but I nga ma bait kpa eh.

January 15th, 2019 02:36 PM #33either hindi registered ang sasakyan nila or ayaw nila maabal sa repair. they are willing not to repair the damage pero syempre may compensation din dapat.
kasi nga naman kung ipapagawa ang sasakyan, baka wala silang spare vehicle na pwede gamitin.

Nakapagdeal na po kami at nag-agree na magbabayad na lang ako ng 3k which equates din almost sa PF. Ngayon, gagawa na po ako ng Release Waiver and Quit Claim yung notarized. Ngayon, iba po yung Owner ng car sa nakausap ko (kapatid niya).
Sino po gagawin kong affiant? Si Registered Owner ba? or si Driver/Kapatid niya? Nag-aalala po kasi ako baka ako naman habulin ni owner kapag si driver ang ginawa kong affiant...
