it narrates the story why motorcycles were banned from the expressway.
but your quoted article did not state why they dictated 400 cc as the minimum engine size.
    why not 395 cc, 399 cc, 500 cc, 660 cc, 1200 cc...?
    From the article:

"In July of the same year, the Makati Regional Trial Court 147, in a Writ of Preliminary Injunction ruled that motorcyclists have a legal right as licensed motorists to use the tollways. Judge Teofilo L. Guadiz Jr. said that the DPWH and TRB have no power or authority to ban motorcycles on expressways, therefore making the ban void and illegal, citing also the issue of motorcyclists using more dangerous side roads. DPWH then hastily issues Department Order 123, Series of 2001, seeking to amend the original motorcycle ban of 1968 by restricting motorcycles with only 400cc and up to use the tollways. No public consultation on the provisions of of DO 123 were held, and would affect 99% of the motorcycle population (at the time, 1% of the motorcycling population were big bikes)."

400cc and up was chosen because it made up only 1% of the motocycling population at the time.

so what you are saying, is that they chose 400 cc because it greatly minimized the number of qualified bikes?
... that 400 cc had nothing to do with safety issues..?
... if so, they should have chosen 500 cc or 800 cc, instead...

    and so,
the possibilities of opening the slex to lower-cc bikes, are... heh heh heh.

Dont give them ideas of increasing the requirement taiwan already had 550cc(freeway)/250cc(expressway) restrictions in their highway system.

i do not mind sharing the road with two-wheelers.
but they should follow the same rules naman, and not create new ones for themselves.

it holds its own until 60-70km/h pero when merging at 80km/h and more, you feel the engine lacking

now imagine driving in provincial roads when you need to overtake a bus driving at around 90km/h - that 998cc engine will not give you any room for error.

same issue I have when I rented a Mirage years ago, the engine just didn't have enough power

personally... biggest issue for me is the weird 400cc rule.

Almost all "400cc" bikes have less than 400cc engines.

    KTM 390 - 399cc
    Dominar 400 - 373.3cc
    Triumph Speed/Scrambler 400 - 398.15cc

if the 400cc rule is there for safety/acceleration etc, then who decided 399=400?

Round off, even the "1.6L" and 2.0L engines in cars is not really that. Anyway since tollways are privately administered/operated, they can impose their own rules and exclude anyone from entering.

yes. but there's no rule disallowing road use for 4wheeled vehicles.

if the passing grade is 400, what's their basis for considering 399?

    as motor's article link suggests,
it's not about safety or performance.
the 400 requirement is to deny the majority of motorcycles at that time, the use of the expressway.
i had initially said that, as per an interview with an authority figure, there was no basis to the 400. the link suggests, if one read between the lines, that it is not a random number.
    heh heh.

    Baka may weight factor din.
The heavier the motorcycle, the more stable it feels on the expressways. Especially when there's a sudden gush of wind or a large vehicle(bus, truck) overtakes you. Kahit SUV lang ang mag-overtake, ramdam na yung hangin.
