LTO rules aren't bad. All you need to do is pass emissions (which are ridiculously easy) and provide minimum equipment. Only problem is, you have to get individual certification for cars as home-assembled unless you get certified as a manufacturer, in which you need to meet minimum requirements in terms of equipment... sometimes equipment you don't even need... for example, a pipe-bender, which is useless if you're making space-frame or fiberglass vehicles.

There are companies here that specialize in making Fiberglass Wrangler and Hummer bodies for ladder-frame trucks. There's even one that creates authentic-looking wartime Willys bodies that they export to the US.
