To start with:
1. Educate the population, especially the lowly ones, affordable or free contraceptives.
2. Health Care System should be boost.Newly Grad Nurses, Doctors, Midwife, shall be hired to conduct Community Services aiming to the lowly families, outreach program.
3. NGO's shall do their part and contribute to their respective community. Especially in awareness program.
4. Lastly impose a Chinese Ruling Law for population control wherein the Government will be the one to decide how many kids you will have.
5. Stop ****ography.Increase or Boost Employment, this way magiging busy ang population. Idleness can lead to pregnancy, Addictive ang *** he~he~he~

Lastly, vasectomize all Priest.
