Yes, I think tama lang na naka on ang blinkers ng patrol car kung mobile sya para visible. I've rather follow them with their blinkers on than see them sleeping with their blinkers off.

Kanina nga muntik ako mabangga nang ambulance nagcounter flow with kuntodo blinker pa... wala naman sakay.
Nag iisa lang yung driver.

Hindi mo din naman sinagot tanong ko, how sure are you na hindi sila nagpapatrol?
can you be more specific? ano ba scenario tinutukoy mo? tulog sa loob ng mobile with their blinkers on?
ang laki ng problema mo.
for me men in uniform in a marked vehicle strolling in the street, parked on the side of the road is "nagpapatrol"

Ok, para lang malinaw, I'm not complaining about you and your questions on the blinkers being on, as per my 2nd paragraph. I was just commenting on Otep's post. Alam ko dati pa nating napag-usapan to, so I didn't have you in mind. Peace tayo
Now, as regards your post:
- As to karapatan nila buksan, palagay ko meron. Law Enforcement Officers naman sila based on their uniform, marked Police vehicle ang gamit nila. Hindi naman sila nanghahawi sa daan, nga lang nakakaasar lang dahil ambabagal nila, nakakaharang din sa traffic, at oo malakas ang ilaw nila, nakakasilaw. But, I cannot say for sure, as I do not have a copy of their handbook and manual of operation of police motor vehicles, kung meron man. I'd give them the benefit of the doubt.
- Medyo matangkad po ang sasakyan na dinadala ko, kaya ayun, sapol din ako ng ilaw at nasa eye level ko.
- On the ambulance, I've encountered a few of the Lifeline type. Yung private medical providers. Like what Otep said, sila yung naka-on ang mga ilaw, pero hindi naka-hazard at marunong gumamit ng turn signals. Since konti lang ang nakakasabay ko ng private ambulances na tulad ng Lifeline, I would assume they are responding to some emergency for them to have all their lights on. Yung mga government/red plate ambulance, medyo nagdadalawang isip pa ako sa kanila, pero just the same, mauna na sila.
- Sapol din ako ng strobes nila.
