    It's not a law yet, but if it does pass, I'd like to see a successful prosecution and conviction.
    Otherwise it'll just add to the list of well intentioned, but useless laws in this country.

    Ang Pinoy nga naman, kailangan tratuhin na parang bata dahil walang disciplina sa sarili...

    I posted the text of the bill. Enforcement is going to be up to the establishment (just like anti-smoking laws), but if they don't enforce the law you can complain about the establishment and they'll face a penalty of P50,000 themselves which is 5x what the person/driver illegally reserving the slot would have received.

    MMDA is under MMC. If the MMC mandates the MMDA, they must follow.

    Also, under "Services" (g) public safety, dun pasok yan. Then under "functions and powers", (f) RA 4136 and PD 1605 are mentioned. Specifically, Section 1 of PD 1605 made mention of MMC as the agency that will prescribed the functions of MMDA.

    Again "police power" puwede gamitin dyan na basis. Police Power is defined as the inherent authority of the state to establish reasonable regulations aimed at maintaining public order, health, safety, and morals It's the most comprehensive of the state's inherent powers. Police power allows the government to limit some individual rights when it's necessary for the common good.

    Private owners or individuals must yield to the state's police power, as long as it satisfy the requirements.

    Kinalimutan mo ata yung word na "especially"? Meaning its special intention but NOT its only intention.

    Moreover, parking situations is also under the MMDA's mandate.
