except for some instances like in matters of national security or police unmarked vehicles or personal security of the official concerned, all government vehicles bear red plates. and no government vehicle is issued for personal use that is why it is plastered with "for official use only."

I was thinking na some government owned corporations might issue red plate vehicles for their employees' use, same way private corporations do. Dami ko kasi nakikitang red plated vehicles with no official markings even on weekends. This might be an alternative explanation.
