This is true.
I was able to find DFA Secretary's address, DFA Personnel Section and their Action Center. I sent emails to this regarding this issue. I hope they can send me a note to support their claim or not.
It looks to me that this is a clear extortion in the making.
Who else knows email adds of as appropriate media journalists? Let me know. Thanks po.

Tapos tumatanggap lang ng applications for renewal at pickup ng passport at ibang papers from 10:00am to 12:00nn lang pero open ang office from 9:00am to 4:30pm...Grabe sa kupad!

dito naman middle east, minimum Qr100 (Php1200) ang bayad sa kahit anong pa-stamp o authenticate... even yung form nila pag kukuha ka ng nbi clearance may bayad din.. tapos pagdating dito ng nbi pa-authenticate ulit sa kanila another bayad na naman... govt talaga natin pag wala pera di gagana!
