    Ok lang yang basain. Tapos pag second offense eh kuryentihin na. hehehe.

    Kasi naman itong mga mayors na against sa gagawin ng mmda eh puro salita, wala naman ginagawa sa sandamukal na jaywalkers sa city nila. Buti nga ang mmda may ginagawa, eh sila? Ayun nagpapalaki ng bayag sa mga opisina nila.

    I'm for this way of treating the jaywalkers. It's for their own good din naman. They will be disciplined and it will help them save their own lives. May mga jaywalkers nga na tumatawid kahit na may nakikita silang "Walang Tawiran. Nakamamatay" na sign (usually along EDSA). Hay naku mga tao nga naman oo. What will stop them to illegally cross the street? Lagyan ng kuryente yung street mismo?

    pwede ba wet rags with brake fluid sa mga jeeps at buses na nagva-violate? volunteer ako niyan for sure... haha

    water balloons na lang para masmasaya... what if hindi ka jaywalker at naaksidenteng nabato ka? pwede mo ba idemanda?

    kasi ang problema gumagawa siya ng parusa hindi siya gumagawa ng FEASIBLE and RIGHTFUL SOLUTION na bagay sa LONG-TERM... U-Turns are not for long-term... mali nga yun eh, pagnapuno yun isang side magtraffic na rin yun kabila...

    Atienza: Problema ang solong desisyon ng MMDA

    Sa panayam ng DZMM nitong Martes, inihayag ni Alkalde Joselito Atienza ng Maynila na problema ng Metro Manila Mayor's League ang pagdedesisyon nang solo ng Metropolitan Manila Development Authority at ni Chairman Bayani Fernando. Aniya, dapat munang pag-aralan ng MMDA at ni Fernando ang ipatutupad na mga utos at isangguni ito sa mga alkalde.


    DZMM: Ano po ang masasabi n'yo sa implementasyon ng MMDA "wet rag" policy?


    Atienza: Alam n'yo, unang-una e nakakatawa tapos nakakainis. Ngayon e nagagalit na ang mga mayor dahil sa hindi nga naman tama e.


    Walang batas na ipinapatupad [sa wet rag policy] at sa kabila noon e ang naibibigay nating mensahe sa mga tao e parang naglalaro-laro lang ang gobyerno. E parang rather than discipline ang makukuha natin dito e mawawalan ng disiplina ang mga tao.


    Kailangang ipatupad ang batas.


    Kaya nagkakaisa kami rito, a greater majority of the mayors, na kailangang ipatupad ang batas. Ito naman ang ginagawa natin ngayon, pinagtatrabaho natin ang pulis, enforcement of ordinance against jaywalking and all other illegalities in the streets, illegal structures, illegal parking, illegal terminals, ang dapat asikasuhin.


    'Wag tayong maglaro-laro sa kalsada dahil parang laro ang nangyayari dito, wet rag, basaan, parang patintero e. Paglampas nila, babalik ang mga tao sa kalye, nagtatawanan lang.


    They're taking the law lightly.


    You're going to wonder, bakit itong MMDA na supposed to be governing council ng buong Metro Manila at supposed to be ang mayors e nasa loob nitong MMDA, parang iba ang kilos ng pamunuan, iba ang pananaw at gusto ng mga mayor. Ito ay ehemplo rin ng hindi organisado at nagkakawatak-watak na MMDA?


    I believe that is precisely the picture. Iyan nga ang ikinalulungkot ng mayors. Sabi nga ng mga mayor, gawa nang gawa ng batas e hindi naman ayon sa ating pinagkakaisahan, hindi man lang pinag-uusapan 'yan.


    Isa 'yon sa mga issue na talagang nabibilad ngayon. The MMDA e talagang hindi epektibo in the sense that sang-ayon at hindi kasali ang mga mayor sa mga desisyon na ginagawa ni Chairman Fernando for himself, with himself, in himself. Para bang nag-iisa siya.


    So may problema talaga.


    Sabi ng ilang mayors and I will quote them: "Alam n'yo we are all elected local officials, we are accountable to the people. Itong si Chairman Fernando, e parang accountability kaya they can afford to play, to take things lightly."


    Rebyuhin natin 'yung lahat ng mga programa niya, lahat nagpapatawa e, yung pag-aarmas ng gulok sa mga traffic aide, yung kanyang mga urinal na nag-iihi sa kalsada, babaho ang kalsada.


    Heto na naman, mayroon na namang bago, gagamit daw ng paintballs. Naku e, may gaganti diyan. Baka magkaroon tayo ng urban warfare dito.


    Ano po ba ang solusyon natin?


    Respect the law, ang pulis magtrabaho. Kami e itinutulak namin ang pulis na magtrabaho, pansinin yung mga ordinance ng lungsod, jaywalking is an ordinance, kailangan yan ipinatutupadMinsan kasi yung mga pulis natin akala nila anti-crime lang sila, anti-terrorist. But what we have to do is the police has to work in the streets, and posted 24 hours a day, against illegal parking, illegal structures.


    Only through a very diligent enforcement of the law will people understand what this is all about. [Without this] maglalaro na lang tayo sa kalsada, pagmumulan pa at sigurado e gulo ang idudulot niyan.


    Ano naman po ang solusyon para maging united ang MMDA council sa pagbuo ng mga polisiya na katanggap-tanggap at least sa mayorya ng konseho para 'pag nag-implement ang ulo, 'yung mga mayor susunod?


    Chairman Fernando has to accept the reality. Yung mandate niya under the law is to plan the development of Metro Manila. Planning agency yan e, Metro Manila Development Authority.


    Hindi naman sila enforcement e. Wala naman silang karapatang gumawa ng batas. They cannot make laws and they cannot implement laws that they are preparing.


    So kailangang magmula ang pagbabago kay Chairman Fernando to realize that he has to coordinate with the Metro mayor's council composed of all the mayors. That is the law.


    Hindi po naman ito kagustuhan ng mayors e. Ito'y isinasaad ng batas. At itong mandate niya emanates from the same law.


    Ang hirap kapag siya ang gumagawa ng batas, siya na ang nagpapatupad ng batas, siya na rin ang judge, executioner and everything.


    E kaya nandito tayo ngayon. Mayors do not agree with his supposed interpretation of the law which he never took up with the Metro mayor's council.


    Dapat dito manghimasok na rito ang Pangulong Arroyo bilang ina ng bayan?


    As much as ayoko sanang isali ang ating Pangulo sa usapan, e since he is an appointee of the President, the President has to mellow him down.


    Siguro, sabihin sa kanya: "Chairman, pag-aralan mo muna and stick to the law." That is exactly the advise I'm giving him.


    Chairman Fernando, study the law, let's follow the law, hindi tayo maliligaw diyan.

    I'm for the wet rag policy, dahil aminin mang natin talagng matigas ang ulo ng mga pilipino, meron na ngang batas againts jaywalker, hinde pa rin natatakot ang mga tao, so kahit nakaktawa yun mga solution ni bayani, at least meron siyang ginagawa unlike yun mga mayors na taokt sa mag implement ng batas dahil natatakot na baka hinde sila iboto sa election....

    MMDA chief declared 'persona non grata' in Manila

    Metro Manila Development Authority (MMDA) chief Bayani Fernando will be declared persona non grata in Manila, Mayor Lito Atienza said on Thursday.


    “He’s not welcome in Manila and we will not cooperate with his endeavors,” Atienza told DZMM.


    Atienza said the matter will be formally discussed by the city council.


    The decision arose from conflicts on proposed city measures and traffic regulations, most recently the “wet flag scheme” implemented by the MMDA this week.


    Atienza strongly opposed the scheme from being implemented in the city. He said the method of punishment gives the wrong message regarding respect for the law.


    “They can do it, but not in Manila,” he said. “We gave our police orders to arrest anyone who uses the scheme within the city.”


    He also accused the MMDA chief of wanting to bypass standard operating procedures regarding city ordinances.


    “Ang gusto niya ay siya ang lawmaking, siya ang, siya ang enforcer, siya ang lahat (He wants to be in charge of lawmaking, of implementation, of everything), ” Atienza said of Fernando.


    He added they have suggested to Fernando in previous meetings to “follow the regulations and objectives of lawmaking,” but to no avail.


    “I’ve totally given up on this person,” he said.


    He added that other mayors also think that Fernando’s proposals have lessened the credibility of the government.


    “Maybe he should avoid entering Manila, Mayor Peewee Trinidad told him to keep out of Pasay, Mayor Jejomar Binay also told him not to go to Makati, also Mayor Boyet Gonzales of Mandaluyong,” Atienza added.


    Under the “wet flag scheme,” jaywalkers would be hit by wet flags attached to poles on MMDA's service vehicles and trucks.


    The MMDA said it resorted to implement the scheme to punish undisciplined pedestrians.


    On the first day of its implementation, Fernando said the new concept has brought awareness to pedestrians regarding traffic rules and regulations.

    If the mayors are against this plan, then they should strictly implement jaywalking laws. kaya lang puro sila against this against that, meron naman diyan laws pero di iniimplement. dapat nga pag nabangga ang jaywalker walang kasalanan ang driver!

    diba mas profitable ang fines sa jaywalking..

    o/t madalas kasi biase yung mga local traffic enforcer except makati, di hinuhuli yung mga simple/serious na violation ng PUVs easpecially tricycle, pedestrian, iligal park, illigal merchant na nasa kaylye kaya kahit may ordinance wala rin..>>
