Is is true na pag na rev mo ang any diesel engine to almost red line, magbubuga ito ng usok?

nicky, the passing limit is not at idling speed po. For diesel engines, the opacity reading is taken at maximum engine speed.
Sa gas engines po ang idling speed ang basis ng pagkuha ng CO and HC readings.

as per DOTC recommended test procedure on Smoke Opacity Measurement section e:

" With the engine idling, depress the accelerator quickly, but not violently, to obtain maximum delivery from the injection pump. Maintain this position until maximum engine speed is reached for about 2-4 seconds and the governor comes into action. As soon as this speed is reached, release the accelerator until the engine resumes its idling speed. Record the maximum reading of the smokemeter"

The term max engine speed is the source of the confusion tho. Some may interpret it as the rpm just before the "redline" while most sensible car users (like us tsikoteers) would interpret it as the max safe rpm for the engine. Sadly, both are correct interpretations IMO tho.

LGUs have the power to conduct their own SB campaign as mandated sa RA8749 or the Clean Air Act of 1999.

On that note, the proper/correct way to do is to contest the ticket thru the traffic adjudication board?

shadow, the emission test done as a pre req to registration can never be good for 1 year. It is done just to prove that at the time of registration, our car is in good running condition. So legal pa din na may random SB campaign.

PS, most diesel engines have a redline starting at 4000 rpm. So it is possible and safe pa rin po talaga na i test ang engine at 3999 rpm.
many of these guys dont know the SOP of taking emissions ..

Any diesel engine revved to its maximum engine speed will churn out smoke, that's just the nature of the diesel combustion process. As the RPM's increase, the combustion process remains slower so what comes out is smoke.

I think Niky still has an case here, because he mentions that the guys redlined the vehicle multiple times until black smoke came out while the procedure only calls for a brief (2-4 seconds). So pagkakaintindi ko is, the procedure calls for only one redline bump, not "until black smoke came out" (which is obviously wrong). It is a case of how the test was done (properly or not - in this case, it seems it was done improperly). Kumbaga may loophole yung test and people will fall for it if they don't know any better.

I hope you get this resolved.

Kung natural lang na mag emit ng black ssmoke pag sinagad ang makina ng diesel, lahat babagsak.

Nasa manner po kasi ng pag apak sa accel yan e. Sa mga may diesel rides, try nyo po gently i rev up to just before the redline, hold for 2-4 seconds and then look at your tailpipes. Then do it again but this time press hard/violently even way below (500 rpm) below the redline. You will notice the difference po.

Even if there are guidelines for doing such test, I'm sure those a**h**es from the Makati ASBU would do everything possible just to let the vehicle fail the test. So why? Of course if you fail then you're gonna have to pay up for the violation and this is where these crooks get their comission as a form of incentive for apprehending the so called "smoke belchers"
