because there is usually no check and balance re. the use of such cards.
there is no efficient means of determining ("computerization"), which cards are legitimate and which are bogus.

they should throw the book at these violators.
it's akin to knowingly passing off couterfeit money.

    also,
the authority figures that enable such individuals to such cards,
may not be aware that "not all visually-impaired folks are deemed PWDs"...

but what is the total un-discounted amount?

    also,
that 65 pesos every two weeks of grocery, amounts to 1560 bucks a year. sa grocery lang yan, 'ha.

papano pa the other discounts, i.e., maintenance medications, atbp ?

Ummm sorry forgot how much minimum, but ang alam ko lang P65 lang max discount pwede na one time na every 2 weeks lang. Not sure about the meds & hospital though. Mas comprehensive discount ng senior. Sa parking, free ang senior (with max limit yata?), but PWD wala.

    doing a little googling,
it seems, the rules are a bit tricky.
one's total purchase of discount-able goods must not exceed 1300 pesos.
as such, the 5% of 1300 bucks is 65 pesos.

I have. Orthopedic ang category nakalagay. I have my neck fused na with my skull. Permanently di na nakakalingon. I still look normal until I try to look to look to the side. Buong upper body ko ang magtuturn para lumingon. I also have my scar from where my hair growth ends pababa sa leeg.

RE: vision, ang considered PWD yata is yung di na kaya ng galsses ang labo ng mata.

Ganun din kaya discount ng seniors sa grocery? Or 20% sila?

I had an Ex with a PWD card due to Glaucoma. She always bring a medical certificate just in case.
I frequently joked na pwede na tayo mag smoke kahit mahuli may excuse and med certificate. hahah
