As long as there is no law that disallows out of court settlements/areglo, people can literally get away with murder...more fun in the Philippines.

The man could still be charged for public endangerment, reckless driving, destruction to property and etcetera. If the police didn't file a case, then that's their fault.
Like I've said before... laws on traffic accidents ought to be changed. Death due to extreme recklessness should be automatic murder/manslaughter charges under criminal law instead of civil cases.
Ang pagbalik ng comeback...

Just last night around 11:30pm naman, meron Lancer EVO na yellow-green, durog ang nguso, sumubsob ata sa isang mas malaking sasakyan.. near the sharp curve with akasia tree.
