Nakita ko na ng clear.
Pulley po yan. Either from the tensioner or idler/guide pulley.
Normal po na makintab yan since metal sya at dinadaanan sya ng belt pag naandar.

tama si midnight warrior.
that shiney thing is the tensioner pulley.
the belt is seen, under the heavy electric cable, riding the alternator pulley.
while the tensioner pulley may not be shiney upon purchase, regular use after installation will make it shiney, like that.
nothing to worry about, po.
i replace it, not when it gets shiney, but when the bearing goes bad.

I was taught that after a long drive, specifically in high temperature weather, it's a good idea to raise the hood in order to allow more engine heat to dissipate faster. Especially since there is no more airflow going into the engine bay where temps can sometimes go higher when the coolant is no longer circulating as well.
It also allows the plastics, rubber hoses and other components to cool down more quickly so that they last longer.
Yay or Nay?

On the topic though, the belt does look shiny and not wet. If it's wet then you need to check your gaskets sir.

nowadays, i just turn off the engine, pull the key, and go to the ref in the house.
take a much closer look, sir.
that shiney thing is the tensioner pulley. the belt is seen underneath, on the alternator pulley. it ain't shiney. it is partly hidden by the longitudinal shadow cast by the heavy electric cable over it.

A shiny tensioner pulley surface is normal and nothing to be concerned about.
The tensioner pulley is a semi-long term wear and tear part. Two failure modes are typical: Bearing wear and/or tensioner damper wear. These problems can cause excessive noise or pulley play and/or excessive belt vibration, respectively.
Most other failure modes can be attributed to other engine problems or as a result of catastrophic failures and factory defects.
