Not just any good electrician. Some cars these days, esp the euros, may require canbus decoder/anti flicker chips or harnesses to make replacement LEDs work & work w/ longevity. Some have fans to keep em from overheating. Look for one who's familiar w/ your model's lighting circuitry & needs. Or check forums, HRV ones, to be specific. They should have good recommendations on products that are known to work & those to stay away from.
Here's a basic H11 swap How-To on a CRV. Shouldn't be too different from the HRV.

December 3rd, 2020 12:10 AM #16Simplest answer, go back to stock. If fuse dont blow, led bulbs have a problem.
If fuse blows, go get yourself an electrician.
My money is on defective LED bulbs.

December 3rd, 2020 01:11 AM #17I am assuming the LED bulbs were plug and play and no other electrical wires were spliced? If yes I would suggest going back to regular/stock halogen bulbs and see if the problem goes away. As you mentioned these are fog lights then I do not see any benefit for using LED bulbs, ideally real fog lights are yellow halogen bulbs. This is just my opinion though and I could be wrong as some newer cars might have LED as "driving light/fog lamps".

if gusto mo ipilit LED bulb, pagawan mo nalang sarili wiring with relay
pero try mo muna balik sa nag install, mukhang tama replies sayo mataas ang power draw ng bulbs
btw masakit sa mata pag lagi foreground lighting, di mo lang siguro napapansin. mas maigi stock talaga
