Most of the time it’s not the IT Dept’s fault. Usually, it’s budget or impossible schedule constraints

Most of time? We're talking about BPI a supposed top-tier bank of the country. Their track record only says one thing: their IT is the worst in the industry - Most downtime for any bank in the Philippines this 2019.

That would be the short term answer Doc. I'm thinking overall they should really consider providing the service they promised to the people who are actually paying for their salaries. Us, the clients.

BPI is mirroring what the government is doing, they should be better than that. They make billions.

    there's the service.
and there's the means by which that service may be delivered.
    two different things.

    Ok, all of the time.

You always get what you pay for. Invest poorly in IT, and this is what we get.

Their site and app are outdated and have been overtaken by other banks. It’s not IT’s fault if they are understaffed, under-trained and over-worked. The blame has to go up the chain.

Nakaka relate ako...companies are not so galante with IT spending anymore, they see it more as a "cost".

That's the trouble with IT, it's quite similar to insurance: when nothing happens, it's a cost; when something happens, you wish you spent for it. Bosses and finance guys think they're oh so smart saving a buck or two here... kapag sumabog, kami ang sumasalo

Am curious about their IT org structure. i read some years ago they outsourced something like 140-160 IT jobs to IBM, retaining a "core" IT department of 50-60.

Speaking of, IBM's track record here isn't exactly perfect; didn't they get sued by then GSIS chairman Winston Garcia because of a botched project?
