Sana naman lagyan mo ng consistency. Kasi, minsan gusto mo ng legit imports, minsan gusto mo ng total ban. Lalo na pag kasasabi lang ni uls ng kung ano sa mga imports
And to correct your haphazard baseless and badly made accusations about me I said ideally, I hope for a total ban, But reality tells me, it will not happen considering the existing jurisprudence.
Anyone has a choice. But you have to pay for the choice you make.

Auto workers and FairTrade Alliance have called for a review of the recently issued Executive Order 877 or the new Motor Vehicle Development Program (MVDP) saying the new program could open the doors to dumping of used automobiles and auto parts components into the country.
In a statement, both FairTrade and the Philippine Metalworkers Alliance (PMA) expressed fear the new law will “kill the competitiveness and growth of the local automotive industry.”
“FairTrade joins the automotive workers in condemning the new MVDP for it re-allows the importation of used vehicles as against EO 156, which clearly prohibits this importation,” the statement said.
President Arroyo signed into law the MVDP replacing the old MVDP or EO 156 in the hope of strengthening the completely knocked down (CKD) operation in the country while also providing an opportunity for the auto parts industry to grow.
However, FairTrade and AIWA noted that Article 2, Section 5 of the signed MVDP negates the overall objective of the both EO 156 and EO 187.
Section 3 of Article 2 has specified that used motor vehicles are allowed entry only in the country’s Freeport zones.
Section 4 of Article 2 further tightened rules on the importation of used vehicles exempted from the prohibition by requiring importers to secure an authority from the DTI to import these vehicles.
Likewise, importation of used engines and parts and components for all motor vehicles required an authority to import from the DTI under Section 5.
“We have written the President and the DTI about this and DTI assured us that used vehicles will be prohibited but after getting a hold of a copy of this EO we were dismayed.
Imagine, how can MVDP develop and further strengthen CKD manufacturing and the auto parts and components sector when it explicitly allows the importation of used engines and parts and components for all motor vehicles?” said FairTrade lead convenor Wigberto Tanada.
“This is a policy somersault, a reversal of EO 156. With the new MVDP, all it takes to import used engines, parts and components is to secure an authority to import from the Department of Trade Industry which clearly violates the Supreme Court decision against importation of secondhand vehicles and parts way back February 2006,” Tanada added.

"E0 877 will allow the automotive industry to become a major player in the Asean market. It also gives greater recognition to the parts industry which has the potential to contribute much more to automotive manufacturing and for the Philippines to become a hub of parts and components in the region’s automotive industry," said PACCI chairman Feliciano Torres.
Torres said specifically, EO877 mandates the establishment of an industry fund which will provide a more accelerated research and development and upgrading of equipment and facilities which has been challenging for the parts’ industry.
PACCI president Michinobu Sugata, who is also president of Toyota Motors Philippines (TMP) Corp. welcomed EO 877 as an opportunity for creating a better environment for vehicle manufacturers to continue and enhance local production.
PACCI said it will continue to fully support the Board of Investments in formulating the implementing guidelines of the MVDP within the prescribed timetable.
EO 877’s major policies favor local completely knocked down (CKD) operations and parts and components production in lieu of importation.
The new program, which revamps the 8-year old MVDP under EO 156, expects to strengthen the automotive industry, increase investments and secure jobs in the sector in the face of a globalizing trade.
With a particular bias against importation, the new MVDP is giving more assistance to CKD and to parts and components in order for existing players to continue, and new ones to consider the Philippines in, producing these in the country.
Major amendments include the creation of a Motor Vehicle Industry Council which was not in the old MVDP as the central policy coordinating body. The Council consists of 9 government representatives and four industry representatives from he recognized automotive industry associations.
The new program also tightens the rules on the importation of used engines, which in the past were freely importable. EO 877 would require authority to import to be issued by the Department of Trade and Industry.
The EO is also stricter in allowing entry of exempted used vehicles such as those under the no-dollar importation like balikbayan, trucks with gross vehicle weight of 2.5 tons, special purpose vehicles etc. by requiring them to meet standards and emission tests. Rigid monitoring and information requirements will also be imposed.
The EO provides a host of perks incentives to encourage investments in the form of tariff and excise restructuring as we; export incentives.
It also contains an article on Asean agreements and programs that will take advantage of the free trade agreements and programs of the regional bloc for the benefit of the automotive industry.

our economy needs imported used engines and used parts
let's not even talk about private cars
let's talk about pang-hanapbuhay vehicles like trucks, buses, PUJs etc --- they all need used parts
ask any company that maintains a fleet of Isuzu Elf trucks, Mitsubishi Canter trucks, Isuzu Forward trucks, Fuso Fighter trucks, 10 wheeler dumptrucks, 10 wheeler cargo trucks, tractorheads...
ask any bus company...
ask any jeepney operator...
they all rely on Japan used parts and engines to keep their vehicles running
completely banning the importation of used engines and parts will ground a large number of commercial vehicles
imagine what will happen to the economy
