singapore has dst. so does australia, UK, france, etc.
dst was not designed to ease traffic. it was designed exactly what it is named for - daylight saving. it is to take advantage of longer day time so therefore saving electricity used in lighting. workers can also come home earlier to their houses, when there is still daylight, and save lighting cost at home. imagine the sun rising at 3 am and setting at 9 pm. that is what dst was meant to take advantage of.
singapore has dst not for reasons of saving lighting costs (there are no seasons in the equator so their day and night times are almost of the same durations) but to synchronize their business time with hong kong, shanghai and tokyo.
those countries mentioned above have minimal traffic (except obviously in some parts of the US) not because of DST but because they have very good, wide and extensive road networks and efficient computer controlled traffic management systems plus efficient public transport systems.
