I don't think allowing traffic enforcers accepting violation fines on the spot is a good idea. Kahit pa may POS handheld sila. "Sige sir bayaran nyo na lang yung fines sa kin, hindi ko na lang enter dito para di kayo mapuntusan".

This device, with some similarities to a handheld Point of Sales (POS) commonly found in supermarkets and gas stations, can also accept payments for the settlement of a traffic violation, on the spot.

This would be an ideal tech-tandem. Tapos dapat while on duty eh naka-record lahat ng ginagawa. Parang time-in at time-out na din. Kuwentado kung gaano katagal na naka-on at what time naka-on at off.
