The video is still wrong about one thing: Dashcam placement.

As per the IRR, dashcams are excluded. It is only recommended to have it placed behind the rear-view mirror, NOT enforced.

I doubt na may dalang metro ang enforcer para sukatin kong pasok nga sa limit or kayang i-measure ng CCTV camera ang sukat. yun lang talagang very obvious na halos nasa gitna ng windshield and mount ang siguradong mahuhuli

if you were flagged down for simply touching something on your dash, it isn't a violation imo.

its plain and clear: you can't hold your phone while driving:
