Ang sabi eh BOT project meaning financed by private companies, operate on approved terms/conditions then transfer to Philippine government. Walang public fund except siguro ang right of way. Leighton Australia build our NLEX expansion joint venture with Lopez kaya very good quality. My company wish to join BOT projects in our country kaya lang doubt pa sa political situation.

Yung right of way kasi pag dumaan sa lupa ng mayaman tulad ni Cojuangco, naku baka abutin ng siyam siyam! Anyway ROW is government problem. Good idea to shorten duration of construction is for PNCC to divide them to say 3 packages, so one constructor in each provinces then start at the same time.

Lahat ng Build-Operate-Transfer project so far in our country like power plants were fastracked so the same din ito. Lets hope na ang winning builders and financiers are road experts and they mean business to meet schedule. Mahal kasi itong project kaya ganito katagal. My estimate is approximately 200+ kilometers in span. And take note napakadaming right of way na dadaanan!
