Yeah that makes sense. So Makati still owns its government buildings even if the area is now under Taguig juridiction.

Taguig gains governance of the EMBOs, but they have to find space and build new barangay offices, facilities etc. or buy said facilities out from Makati.

I believe same thing happened to Rizal/Pasig when Pasig was transferred to Metro Manila from Rizal -- for the longest time the Rizal Capitol was still inside Pasig.
