If we'll base it on the sign, does it mean we can always turn right on red by default?

No you can't... Madami lang talaga pasaway.
But if it says turn right anytime with care tsaka lang pwede

So yang sign na "no right turn on red" eh specifically nilagay lang talaga for the pasaways?
It cause confusion kasi, maybe akalain ng iba by default pwede kang mag right kung wala namang "no right turn on red".
Parang gray area ito na pwedeng abusuhin (both motorists and traffic enforcers).

I am confused. I thought turn right anytime with caution as long as there is no sign that says "no right turn on red signal"

actually sa makati, based on traffic ordinance, you can turn right on a red light provided walang sign that indicates otherwise.

Pwede mag right turn on red as long as there in no sign that says "no right turn on red". International road rules yan, walang gray areas dyan it is very clear.
