The reason why radar vs laser in detection is that radar has a bigger signal scatter pattern. It's like a beam of light from a flashlight, it illuminates a big area. So a car being tracked by radar would have excess radar off it's sides and bounced radar waves as well from vehicles' body. Laser only travels in a tight beam to the target, so there is almost no "scatter" to detect unless you are the target vehicle.
