I've been using a thick clear acrylic cover with a small strip of blue and yellow sticker on its bottom for the longest time and i haven't been accosted by the police nor any traffic enforcers yet... Knock on wood.

I believe that the motivation towards banning any borloloys on and around the registration plates could've been the prelude to enforcing NCAP several years later. With that, any accessory that would impede the digital capture of the reg. plates were deemed illegal:
1. Plate mounts that can swivel
2. Acrylic or any lens cover can potentially cause light to reflect and reduce contrast and/or legibility of the plate nos.
3. Plate frames that have wide borders can cover part of the plate no.
As a side note, during the short time NCAP was implemented, it was actually a joy to drive around MM. FWIW, I'd gladly give up putting a plate frame or backing if NCAP is reinstated.
