    I think deakin made a post about that.
    Lto doesnt provide certification since it is not required. It's the emission testing center that are implementing that. In short pera gusto nila

    two years ago, i had to go to lto, to request them to upload my plate number into the system, because the emissions test facility won't do my car.
    and the funny thing is, my lto-sourced metal plates have been screwed onto my car for the past three years.

    I was able to register my 3 year old Fort last week using the virtual plate I obtained last year from LTO Araneta Avenue. Ayaw talaga pumasok sa emission testing with just the mv file number.

    but the problem appears to be, lto does not automatically upload it. they, for some strange reason, wait for the owner to come asking them to upload it.
    why?

    diba dapat automatic naka upload na yan pag dinala nang casa yung mga docs sa lto for registration..

    you should have raised the issue sa casa kasi trabaho nila yan..

    i can't blame the casa.
    as far as i am concerned, casa did its job when it handed me the or/cr, and a few weeks later, the official metal number plates.
    casa does not control the lto computer system. lto does.
    so why do lto not automatically upload the plate numbers, like in the distant years past? i mean, they had all of three years to do that simple, it-takes-but-5-minutes job.

    Once it's uploaded, lowly placed LTO crocodiles will find it harder to do "magic" -- like shuffle plate endings for a fee amongst those dissatisfied with what they got originally. So these lowly placed LTO crocodiles wait till the last minute final confirmation of the owner. This is just my speculation, though, so don't quote me on it.

    pag nag su submit kasi ang casa in bulk.. baka kaya hindi agad naipapasok.. natatambakan sila and alam mo naman sa gobyerno.. petiks petiks ang trabaho..

    in my case, after three years, they still hadn't gotten to uploading my number.
