according to an LTO memorandum AVT 2015-030 student driver needs to be accompanied by a non-pro or pro. I remember this isn't the case years ago. I wonder if this 2015 memorandum is enough document to show to a traffic enforcer. and there is no more memorandum later than this.

This has been in place for as long as I remember. Everyone says your companion had to be professional license holder, but I clearly remember checking the LTO site and it was posted there that even a non-pro license holder is qualified to accompany a student driver.

For clarification lang yan. Ever since naman pwede na makasama ng student ang non pro license holder...
Enforcer lang na gusto dumiskarte ang nagbibigay ng ibang interpretation

Nabiktima ako dati nyan, Manila Traffic enforcer. I was a student driver and my wife is non pro. Di pumayag yung TE dapat daw Pro.
My daughter will be a student driver soon. I guess I'll just have a copy of the memorandum at the car as a protection.

matagal na yan, wala namang sinabing kailangang PRO yung kasama nang student driver, ang nakalagay lang kahit noon pa, eh accompanied by a duly licensed driver.
