mga peeps -- i just had this faxed to my office
its a 14 january 1993 memo addressed to all PNP regional directors and personnel on the subject "Rules of Engagement" and this is still being used as a guideline up to now
i am reproducing below the portion on the rules on engagement for checkpoints/roadblocks
c. Rules on Check/Choke Points:
1) Only mobile checkpoints are authorised and they shall be established only in conjunction with on-going operations/situation, or when there is need to arrest a criminal or fugitive from justice. The conduct of searches and arrests in said checkpoints shall be done with civility and with due regard to the innocent passerby and commuters. The area where the checkpoints are established shall be properly lighted and legible and clear signs shall be exhibited to show that the searches are being conducted. Enforcement officers shall at all times be in uniform with their identification cards and nameplates on. The unit manning checkpoints shall always be led by an officer with the rank of at least Inspector. Strictly, there shall be no mulcting, extortion or harassment of drivers, passengers, traders, etc.
2) In the event checkpoints/roadblocks are ignored and the motorists/suspects bump the roadblocks in an attempt to elude arrest or avoid inspections, the team leader shall automatically contact the adjacent units to inform them of the incident, request them to set roadblocks if necessary and conduct pursuit of fleeing motorist. Warning shot is not encouraged due to confusion it can create to the driver/passenger of the vehicles. Megaphone or police siren shall be used instead of warning shots. Notation of the Plate Nr of the vehicle is a must since the vehicle may elude the pursuit operation.
3) In the event the occupants of the vehicles fire towards the personnel manning the checkpoints, overkill tendencies shall be avoided to avoid tragic and embarassing situations which adversely affect the institution and the government and, in the process, reduce the people's trust and confidence. Reasonable force to immobilize the vehicle and/or neutralize the suspect's resistance shall be sufficient.

the reporter(dolan castro ata) was holding up a list containing about 100 vehicles with reported wangs wangs and blinkers

sorry i did not get the plate number kasi both vehicles DID NOT HAVE PLATE NUMBERS, BOTH FRONT AND BACK

late last week, meron din akong na encounter, Maroon na Trooper, with blinkers and wang-wang, along Maria Clara and Araneta Ave. nagwang-wang, kumawnter-flow pa. didn't get the plates though. sorry.
also, armored van with body number 1004, plate# TNU-287, animo hari ng daan. last seen, Makati Avenue corner Jupiter st. nagwang-wang para makaraan. reckless pa. meron ngang naka-lagay na "How's My Driving?" kaya lang walang phone number...

yung mga S-class (yellow plate) ng The Peninsula... may mga blue blinkers in front... haven't seem them in action though. may permit ba ang mga ganun?

nag park kanina sa scout estrella car wash in bangkal makati halos sa gitna na ng daan. tapos biglang umalis habang pinapalinis ang kanyang sasakyan. sabi ng mga car wash boys doon, "pasensiya na sir, pulis daw siya"
dinikit ko yung rear ng patrol ko sa harap niya at hinintay kong bumalik at magreklamo sa akin
nung dumating, tinitigan ko, diretso siya sa sasakyan, hirap siya lumabas at nag wang wang pa habang umaalis
pinagtatawanan nalang namin ang kulang sa pansin na ito
